Official Notice: 2014 Amendments to School Registration manuals

Who needs to read this notice:
Principals and proprietors of non-government schools
Representatives of systems of non-government schools

 

The Minister for Education has approved amendments to the Registered and Accredited Individual Non-government Schools (NSW) Manual and the Registration Systems and Member Non-government Schools (NSW) Manual ('the Manuals').

Pursuant to the BOSTES' rule-making powers under section 25 of the Board of Studies, Teaching and Educational Standards Act 2013 ('the Act'), the Manuals constitute the rules set out by BOSTES with respect to registration and accreditation.

The main amendments to the Manuals are identified below:

a) references to 'the Board' changed to 'the BOSTES' (multiple sections of the Manuals)

b) removal of the provision for category (iii) teaching staff (section 3.2.1 of the individual schools manual/5.2.1 of the systemic schools manual)

c) references to the Institute of Teachers Act 2004 changed to the Teacher Accreditation Act 2004 (section 3.2.1/5.2.1)

d) references to the Commission for Children and Young People Act 1998 changed to the Child Protection (Working with Children) Act 2012 (section 3.6.1/5.6.1)

e) addition to the section for safe and supportive environment requiring the maintenance of registers for enrolment and attendance (section 3.6.2/5.6.2)

f) clarification that the Principal of a school is responsible for keeping a register of enrolments and daily attendances (section 3.8/5.8)

g) provision of initial guidance for schools with regard to the new requirement for policies and procedures for the proper governance of the school (section 3.9.3/5.9.3)

h) clarification of the requirement relating to public disclosure of a school's policies (section 3.10.1/5.10.1)

i) references to the 'Administrative Decisions Tribunal' changed to the 'NSW Civil and Administrative Tribunal' (section 2.4.7)

The amendments take effect with the publication of this Official Notice.

The amended Manuals are available to download from the Registration and Accreditation of Non-government Schools (RANGS) website.

Please note that the web versions of the Manuals are the most up-to-date Manuals at any time.
